Elon Musk's X Loses 11 Million EU Users in Just 5 Months
May 18, 2025

Elon Musk’s social platform X (formerly Twitter) has lost over 11 million monthly active users across the European Union in just five months, according to newly released data from its April 2025 DSA transparency report.
That figure marks a dramatic 10.5% drop from X’s previous report in October 2024, which covered user activity between April and September. The data comes as part of compliance with the EU’s Digital Services Act (DSA), which requires tech platforms to publish regular updates on user numbers and content moderation efforts.
Which Countries Lost the Most X Users?
X’s decline has been felt across the continent, but some countries were hit harder than others:
- 🇫🇷 France saw the steepest drop, losing 2.7 million users, from 20.1M down to 17.4M
- 🇵🇱 Poland lost nearly 2 million
- 🇩🇪 Germany dropped 1.5 million
- 🇪🇸 Spain shed over 1 million
- 🇱🇺 Luxembourg and 🇱🇹 Lithuania each saw about 25% of their user base disappear
This brings X's total EU user base down to 94.8 million, compared to over 100 million before Musk's acquisition in 2022.
What’s Driving the Decline?
While Elon Musk and his AI firm xAI recently re-acquired X at nearly the same valuation as his original 2022 purchase, the platform has been hemorrhaging users amid mounting controversies, policy changes, and increasing dissatisfaction with moderation.
Analysts attribute the EU user losses to:
- Stricter data privacy regulations under the DSA
- Increased misinformation and bot activity post-election
- Public discontent with Elon Musk’s leadership style
- Backlash from Tesla protests, which have correlated with a reported 71% drop in Tesla’s global profits
Despite a temporary spike in traffic after Donald Trump’s 2024 reelection, user activity quickly dipped again.
Declines Not Just in Europe
While X is only required to report EU metrics under the DSA, external reports suggest similar global trends. A Financial Times analysis in late 2024 found that:
- X lost 20% of its daily active users in the U.S.
- The U.K. saw a 33% decline in daily users
This paints a bleak picture for X’s long-term retention and user trust, especially as platforms like Bluesky and Threads gain traction among those fleeing Musk-era changes.
